There is a second house bill in Missouri prohibiting NAIS which was introduced by Representative Mike Dethrow and reads as:

AN ACT
To amend chapter 267, RSMo, by adding thereto one new section relating to the national animal identification system.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 267, RSMo, is amended by adding thereto one new section, to be
known as section 267.165, to read as follows:
267.165. The department of agriculture shall not participate in any animal identification that may be required under the national animal identification system (NAIS) administered by the United States Department of Agriculture without specific authorization from the general assembly.

Yeah, so? “…without specific authorization from the general assembly” still leaves them wide open to being pressured to institute NAIS. The feds dangle a carrot (matching funds or some other incentive) and all the legislators bite. “Gee, all we have to do to get an extra $50 million for our pork barrel projects is make the farmers sign up their silly cows.” Missouri, you folks really need to make it hard and fast. Just say NO WAY to NAIS!
[From what I’ve seen the USDA is actually being pretty stingy with the funds. The amounts aren’t all that large. Congress is limiting them on this and other things. Hopefully we can keep it that way. -WJ]

Missouri passed a unanimous resolution in the senate and a nearly unaimous resolution in the house against NAIS last year. These bills are like Virginia’s bill…a shot across the bow of the program. The general assembly won’t authorize the department of ag to do it at this time. But you’re right, we need something stronger. Yet these reps did what they said they would do at the meeetings we have held, and I support them for keeping their word. It doesn’t provide for voluntary, either.
