There are 2 new bill being introduced in Congress right now that create a backdoor NAIS but of course it is not called that - These 2 bills are HR 814 and HR 875. I have included some highlights below. But don’t just take my word for it, please review them yourselves at:

Here is the first one HR 814 - the bottom line is that the Dept of Ag can:
1. Make all farmers who bring an animal to a USDA slaughterhouse participate in this program or the USDA slaugherhouse can refuse them (regarless of whether you are selling your meat in state or across state lines).
2. Farms will need a premise ID to ensure traceability from farm to consumer in order to comply with this bill.
3. The Dept of Ag can send a rep out to your farm to inspect and copy your records for each animal.
HR 814 -TRACE ACT of 2009
This Act may be cited as the `Tracing and Recalling Agricultural Contamination Everywhere Act of 2009′ or `TRACE Act of 2009′.
SEC. 414A. TRACEABILITY OF FOOD.
`(a) Establishment of System- Not later than 1 year after the date of the enactment of this section, the Secretary shall establish a traceability system described in subsection (b) for all stages of manufacturing, processing, packaging, and distribution of food.
`(b) Description of System- The traceability system required by subsection (a) shall require each article of food shipped in interstate commerce to be identified in a manner that enables the Secretary to retrieve the history, use, and location of the article through a recordkeeping and audit system or registered identification.
SEC. 26. TRACEABILITY OF LIVESTOCK, MEAT, AND MEAT PRODUCTS.
`(a) Definition of Traceability- In this section, the term `traceability’ means the ability to retrieve the history, use, and location of an article through a recordkeeping and audit system or registered identification.
`(b) Requirements-
`(1) IN GENERAL- Cattle, sheep, swine, goats, and horses, mules, and other equines presented for slaughter for human food purposes, and the carcasses or parts of carcasses and the meat and meat food products of those animals, shipped in interstate commerce shall be identified in a manner that enables the Secretary to trace–
`(A) each animal to any premises or other location at which the animal was held at any time before slaughter; and
`(B) each carcass or part of a carcass and meat and meat food product of such animals forward from slaughter through processing and distribution to the ultimate consumer.
`(2) TRACEABILITY SYSTEM- Not later than 1 year after the date of the enactment of this section, the Secretary shall establish a traceability system for all stages of production, processing, and distribution of meat and meat food products that are produced through the slaughter of animals described in paragraph (1).
`(c) Prohibition or Restriction on Entry- The Secretary may prohibit or restrict entry into any slaughtering establishment inspected under this Act of any cattle, sheep, swine, goats, or horses, mules, or other equines not identified as prescribed by the Secretary under subsection (b).

The second bill establishes NAIS via the newly created Food and Safety Administration, run by the “Administrator” - whoever that is….
HR 875 - ESTABLISHMENT OF THE FOOD SAFETY ADMINISTRATION
SEC. 210. TRACEBACK REQUIREMENTS.
(a) In General- The Administrator, in order to protect the public health, shall establish a national traceability system that enables the Administrator to retrieve the history, use, and location of an article of food through all stages of its production, processing, and distribution.
b) Applicability - Traceability requirements under this section shall apply to food from food production facilities (FARMS), food establishments, and foreign food establishments.

Jim Hightower, former Com of Ag of Texas said in an article I saw over a year ago and cataloged at Naissucks.com under the title:”Lunatic Nais” that”billions of dollars are at stake in getting Nais implemented,and the profiteers form a powerful lobby, that will keep pushing at all levels and by all means…..” He was right! I looked at the two bills….814 has one sponsor and 2 cosponsors; one being Rep. Rosa delauro…Bill 875’s sponsor is Rosa Delauro…31 co sponsors. She was on the appropriations committee when they were trying to tie Nais to school lunches…..She is from Conn.

I read them,wow, they keep on coming dont they? It appears FDA and USDA will each lose some power to be invested in a new and improved”food safety czar”,well I guess that qualifies as ” change”eh? New regime,new and improved BS!
HR875 has language that appears to give them power to use our state ag depts to enforce this thing as well as have access to our “food production facilities” once known as farms.
It appears to give them a sayin our animal health regime and the makeup of our feedstuffs we feed our critters as well as if and when we can fertilize our ground!
Sounds to me like NAIS on steroids! Well they wont get away with it!Remember about four years ago when we first started this fight, we thought we couldnt beat them, folks we have chased this thing clean over into a new govt cabinet post!
I’d say they are resorting to this because they see they cant win with what they were doing, so they are reorganizing the whole effort.
lets keep after them,they wont stop and neither will we,till we bury this new govt agentcy before it gets born!

Phantom brings up agood point, this Rosa Delauro seems to be up to her eyeballs in this stuff. I went to her govt website and she has her hand in a bunch of food safety questions.
My question is simple; is she just a wonderful person who cares about food safety, or is she on the payroll so to speak,I get the feeling these ideas dont origanate with her,anyone in her area could contact her and ask her why she hates small farmers so much and then ask her to withdraw her support for these bills.Actually we all can.

This new federal monstrosityis not only wrong it goes even further I believe than NAIS was intended to before,it of course is unconstitutional as before, they need to know we wont be bound by this on our farms.

Check out the company Greenberg Carville Shrum and their love of globalization. It is interesting Greenberg-Quinlan Research Inc is mention as her husband’s place of work in Delauro’s bio. Sweet, fluffy Greenberg-Quinlan Research Inc with the connections to foster care and schools, but there is no mention of Greenberg Carville Shrum who directed Campaigns in 60 countries (including Tony Blair in the UK) and was responsible for the Bolivia fiasco, featured in the film Our Brand is Crisis

A MUST read for everyone . This is what your Congressman sees as the “Authority on Animal Agriculture” It mentions the new bills too.
It says “….At the same time, a growing number of producers seems to
agree that some type of universal animal identification (ID) program would be a beneficial tool in
addressing animal disease problems.
..” WHERE the @#$#@ did they GET THAT from?
They even say “…For example, smaller (i.e., fewer than 100-head) cow-calf operations (where beef cows are bred
and born) represent a majority of such operations and hold nearly half of all U.S. Cattle.
…” How can they think those Cow/calf operators WANT NAIS??

Broiler meat exports have grown from 1.3% of production in 1970 to 14.9% of production in
2006 and nearly 16.2% in 2007. Pork exports climbed from 1.3% to 14.3% over the same period
(see Figure 1). Beef exports also climbed, from 0.2% of domestic production in 1970 to 9.6% in
2003.
When world markets closed to U.S. beef after a Canadian-born cow with bovine
spongiform encephalopathy (BSE) was discovered in Washington state late in 2003, exports
dropped precipitously to 1.9% of production in 2004. Two more BSE cases subsequently were
found in U.S.-born cattle under a more intensive surveillance program, but beef exports are again
rebuilding gradually. They reached 5.4% of production in 2007. The United States has long been
a dominant world player, but increasing reliance on exports also has brought new challenges.
Other countries are competing vigorously for the same country markets.Table 2 discusses the
relative position of the United States in world trade of beef and veal, pork, broilers, and turkey.
Many years of effort to build export sales can be reversed abruptly due to an animal disease
outbreak. When other countries restrict U.S. meat or poultry products, whether due to the
discovery of BSE, an outbreak of avian influenza, or some other health problem, it often takes
many additional years for the United States to regain those markets, as has occurred in Japan and
Korea, the first and third most important destinations, respectively, for U.S. beef prior to the
occurrence of BSE here.
….
Despite several years of effort on the part of USDA, as well as industry groups, and states—and
public funding totaling an anticipated $128 million through FY2008—a universal U.S. system is
not expected to be in place for some time, as policymakers attempt to resolve numerous questions
about its design and purpose. Should animal ID be mandated? What types of information should
be collected, on what animal species, and who should hold it, government or private entities? To
what extent should producer records be shielded from the public and other government agencies?
Should animal ID be expanded to traceability of meat and poultry products from farm to the
consumer, or used for other purposes such as food safety or certification of labeling claims? How
much will it cost, and who should pay? In response, USDA currently envisions a voluntary
universal system for all of the major farm and ranch species of live animals, involving a
cooperative effort between federal, state, tribal, producer and breed organizations….”

This is just part of what is coming. They want to control our animals and food. They want to take away all our guns to protect ourselves. Today I learned that FEMA has concentration camps for when they declare martial law. They even have coffins for us. They have a blue and red list? Check out U’Tube and other web sites. These facilities are real. Now with these Wag the Dog, epidemics, they could end us all. They can come onto your farm and destroy all your animals….what about us?

S.384 - The Global Food Security Act of 2009
The language in this one is broad enough to ensure a NAIS traceability type system is necessary so we can also “feed the world”.
According to this, the “Special Coordinator for Food Security” has the power to “take such actions as are necessary to ensure the coordination of the food security efforts and programs of the United States…” (Section 102 (a)(2) )
That is about as broadly written as you will find…whatever it takes to protect us…and the world.
SEC. 102. COMPREHENSIVE FOOD SECURITY STRATEGY.
(a) Special Coordinator- The President shall designate an individual to serve in the Executive Office of the President as the Special Coordinator for Food Security. The coordinator shall assist the President by–
(1) advising the President on international food security issues;
(2) taking such actions as are necessary to ensure the coordination of the food security efforts and programs of the United States, including the activities of Federal agencies; and

Seems the Feds are going to be real busy covering their donkeys soon and the courts are going to be so packed the judges will have to do 16 hour shifts. After this how can anyone expect a farmer to trust tests run by the government???
