Tracking the Government

We have backdoor NAIS (ie. Washington State Animal Health Enhancement legislation), we have front door NAIS (ie. Texas not repealing 1364). We have through the window NAIS, evidenced in the Useless Guide and Farm Bureau touting “Voluntary with a capital V“. Unless you want to buy or sell or move an animal from one location to another, or purchase an animal that is already officially id’d, which will require you to participate in NAIS. So we have got to be on the lookout in our own states for any of these methods coming into being either through our Departments of Agriculture (or equivalent) or through our legislative bodies. Federally as well.

Almost every state has a searchable legislation area on their state website. Google up “your state legislature” and cruise around on the site until you find a section where you can track bills or check entered legislation. Search for these three things at the minimum:

1) Animal Identification
2) Premises Registration
3) Animal Health

[Note that spelling varies from ‘premises’ vs ‘premise’ or ‘id’ vs ‘identification’ so I generally setup several searches using different spellings. -WJ]

If you find anything relating to those topics read the “bill text” and if you have trouble understanding what it means, send it to someone who is at least slightly experienced at reading legalese. Also send the link to the site you got the text from to help in doing reflex look-ups. [Sending links is critical to saving people time in refinding the information! -WJ]

The Federal register needs to be monitored as well. We can’t forget that we are in the ‘implementation’ phase and not in a “thinking about it” phase. Here is the web address for the main page of the Federal Register. gpoaccess.gov/fr/

The Federal government needs to be monitored as well. There are two search engines that are good for that govtrack.us and thomas.gov.

We absolutely must be proactive and not leave this in other people’s hands because there isn’t any one person who can do all of these things and still manage to avoid sleep deprivation psychosis. Please bookmark these sites and go there to check on a regular basis and let others know if anything that may be important pops up. The Federal Register is the most daunting of all of these sites and one we really, really do have to watch.

If we want to avoid falling prey to a “voluntary at the Federal level” nightmare, we have to be vigilant and help to keep each other informed. This is a truly grassroots movement and to be viable we have to have lots of grass. As the man said, “You can have my chicken when pry it from my cold, dead hands.”

  1. We have more than a back door. On Monday we have a hearing in the Senate, ANIMAL EMERGENCY in WASHINGTON though there is NO out of the ordinary animal disease in our state. They are trying to SNEAK this language in on a bill to continue the Cattle Advisory Board!!!! Not on my watch!

  6. I got several USDA hits on my blog today, googling for Mary Zanoni NAIS and NASS NAIS. They are frequent viewers. The FDA was there when I posted about cloned meat. Must be a good job being able to do research all day looking for the opposition.

    However, I will ask that the casual viewers recall this moment, once the Net becomes managed.

    This is an example of why it must transpire: the government, among others, cannot have citizens monitoring their betters.

    Mark my words. Ya need to work to KEEP THE WEB OPEN TO ALL, too. I believe it is called Net Neutrality.

  10. re : “they are watching”…Maybe some of “them” are trying to get informed and feel guilty about their participation in promoting NAIS :). It’s okay Gov’t. watchers to jump ship and recognize your higher ups are committed to stealing everybody’s rights, including yours eventually. Heck, if you work for the USDA and don’t agree with NAIS, have the sack to say so. What’s wrong, scared of losing your job? If you’re not one of the “lucky” ones being paid off, and you’re worried about your retirement money…give it up, it’s only a job. There’ll be nothing left to pay for your gov’t. retirement anyway so why not learn to farm, at least you’ll eat and get out from behind your desk and doing boring work! Go ahead Leave some messages here, set yourself free. Leave the “dark side”, give us your secrets and become a whistle blower, pay your boss back, tell the world. What makes you think “they” will stop at taking only “our” rights away? Your rights are next…Don’t be a “tool” of the oppressors!

  11. Funny thing…… I used the coordinants given for Lat/Long and went onto Google Earth to see where these places are.
    The Boise location is about 5 miles north of any part of town, in the middle of the nearby hills, without even a road to get to the spot. And certainly no sign of a building or such.
    One of the others was in what appears to be a hay field. That was Denver.
    The others also seem to be away from anything resembling what I would normally suppose to be a Gvmnt. facilty of this sort.
    Is this just the way the isp comes out on all of us, or are they afraid that some of will come looking for them?

I think they are realizing that this thing is spiraling out of control and their constituents are going to get hurt without any real benefit to agriculture.

  13. Net Neutrality, Senator TED STEVENS-ALASKA is all for it. We need to watch this. If it passes I will say good by to the interent. Another Boycott. I guess I better make up another sign for that too.

    Now the propaganda they are using is, Porno, child molesters, etc. This is what they are using to promote net neutrality. the Government doesn’t want us to have a FAST Way of knowing what is going on. Do you see the division there???

  17. Blaine, that is interesting. I suppose it could be the little guys way down on the ladder in a field office. But from my own experience… My husband was bound and determined to get a grant here to redo the swales. At the USDA office they were able to zoom right in on our property. Much closer than google earth can do with much more detail. My husband thought it was neat. Sent shivers up my spine. Husband doesn’t believe that the USDA has been taken over by the dark side. He still remembers the helping hands of the 50’s and early 60’s. They were even able to tell him exactly how much land was here. The deed isn’t clear, the farm bounded by natural boundries. They’ve got imaging that zoomed right down to the small chicken coop that is barely outhouse sized.

    I was just thinking, based on the quotes below, that, given the fact we know our opponents are not strangers to dirty pool: would it be beyond the realm of possibility for a stakeholder to poison one of their own facilities? If you see what I mean? How the situation is limited by their normal containment methods as the quote would indicate. Call it a cost of doing business.

    So then the question is, should someone choose to take this mission, was the operation owned by a stakeholder?

    He said: “I don’t think it has made any difference as a threat to the human population. The most likely explanation is that a small bird has come in through a ventilation shaft.

Oh boy here we go again,crank up the propaganda machine,CNN.First of all CNN 159000 turkeys is NOT a farm,its a factory,it is owned by europes largest producer,again CNN, NOT a farmer.A similar thing happened in france a year ago they say,again,(got it yet CNN?) NOT a farm,then last month they claim “thousands” of geese died from it,hmmm, must have kept that one quiet,I don’t recall hearing about it,again no “farmer” has thousands of geese,they are once again trying to blame”a little bird”and get this,even though it is NOT migration time,they’re puzzled by this?EARTH TO ENGLAND,it is caused by the factory,it spawned there,where conditions are perfect for it to spread! Then they tell folks: “don’t bail out on us,it would damage the “INDUSTRY” after all its a poultry disease,not a human disease,wait a minute,didn’t they just say it kills people?And one more thing,this socalled “farm” just happens to be located on an old US military base? I wonder what could be in that enviroment that could “trigger” a problem,if indeed this is actually “bird flu” and not some other disaster caused by a bio-agent left in the ground at this old base,yaa I know, wild, but I do not trust these morons to tell any truth,only to promote fear and get people to call for “safety and security” from any threat,and these govts are more than willing to “impose” protection.   24. Blaine, I googled the home I grew up in on LI, NY just to see what they were picking up on. Know the streets and adjoining lands like the back of my hand. Maybe even better than my hands.

    The little pointer comes up on the edge of the property boundry. I had to manuevre the map to center the property. Was kind of a sad sight. The barns are gone. The old road to the park is gone. My grandmothers expansive rock garden is gone. Houses and blacktop. I could see the remains of foundations of two the barns. Just a ghost of what once was. Can zoom right on on LI. Individual cars can be picked up.

  25. The english bird flu thing got me thinking way back to LI, NY in another place and time.

    It will pull up the home that once was. Next house to the north was my grandmother’s. Directly to the west in the back was my Uncle. The back few acres were wooded with a dirt road that went past my Uncles home and gave us access to a large state park where we rode our horses. There were 3 chicken barns on the property once. My grandmother ran a small poultry farm. The birds had big pens that they could come and go as they pleased. She also would rotate the pens and let them out into the grass a few days a week. Each pen got a turn. Just amazes me that an eastern european immigrant who never got past the 6th grade knew what the fancy degree holding scientists didn’t. The birds need room, fresh air and light in order to be at their best.

    I’m not a prayerful type person but I’ve found myself doing it lately. Right now I’m going out to dance with my turkeys in the sunlight. Do a little prayer the birds way.

    I use Google Earth quite often and have for some time.
    After reading this atricle about the hog factories, I went on GE and looked for some of them. This is all the closer I want to get.
    I look at wonders both natural and man-made, and have found a most valuable tool.
    I watch CAFO sites, some since their construction, and print some of the images for later comparison. If there is ever a problem in my area concerning myself or my neighbors, I’ll have something to show how we are impacted, particularly if infractions are blatent and visible from space!
    Sort of a little brother watching out for little brother.
    As I read these and other posts, I’m always on GE to locate any stated area(s) that may or may not help me to stay informed in my opinions.
    I do wish there were an inexpensive real-time satalite available to the public, as many of the images used by GE are 2-3 years old. If you use the overlays, you can see just when the image of any particular area was taken.
    Again, a valuable tool.

  27. Sadly enough, you can also track urban encroachment on farms, too, with this tool.
    As good farmground is eaten up with housing developements and such.
    I have always wished to have been born 100 years ago. As every day goes by, I’m more thankful that I am as old as I am. I would hate to see what things will be like 100 years from now!

  28. Blaine, frankly the state of the world has me very worried what will beoome of my daughter. I’m sure I’m not the only parent who wonders.

    Not a bad idea to keep a few copies of development around. I’ve actually got some going on here that I suspect will cause problems. I can’t zoom in very close here though. It’s already increased the water running into the property very noticably.

    Interesting side note to the UK bird flu story. The original vet diagnosed e-coli but made a few calls. Probably a good assumption, no way to keep 160,000 turkeys in one place real clean. But on the comments portion of the BBC articles there are people saying this same company owns a farm in Hungary that had an outbreak of bird flu about a month ago. Apparently the British poults are hatched in Hungary and brought to Britain to finish. Makes more sense than a little bird getting inside. Tried to find an article that mentioned the owner name in Hungary but no luck. Just what the English locals are saying.

Heres something to chew on awhile, and although I’m no expert on all this stuff I do study these things,I will toss them out there for y’all to think about.In England they have Tony Blair,he is embroiled in a corruption scandal,he’s being pressured to step aside,he does’t want to,all the sudden they have a terrorist beheading plot,AND a bird flu outbreak,what a thing to get folks minds off tony for awhile,eh?hmmmmm,turns out they’re saying in britian that the Dept for Enviroment,Food and Rural affairs was running a “mock” avian flu drill at the same time as the out break at the factory,targeting several areas supposedly including the place where this old base is located,hmmmm,there are reports that the brit govt was running a drill in Londons subways in the time that the july 7th bombs went off,simulating a bombing,hmmmm,and supposedly according to a brit reporter/paper someone broke into a level 4 security lab back in’01 and stole a vial of hoof and mouth virus without the govt knowing it,or a least not reporting it,hmmmmm.The virus was evidently released a month later and voila’4 million animals are burned,and another thing,I came acrossed says that the farmers in England are the biggest opposition bloc against blair?Hmmmm. there other things, but because this bird brain flu thing is affecting the Brits at this time I’ll leave it at that for now,is all this a lie?Are all these incidents a strange coincidence?I leave you to draw you own conclusions,but may I say that if even one of these is true,what does that say about the british govt,or ours,I find it interesting that the govt happened to have H&M virus around to be stolen in the first place,and being the farmers in Britian are blairs opponents,I find it troubling that the farmers were almost wiped off the face of the land,coincidence?maybe but I wouldn’t bet the farm,on the other hand I wouldn’t go off on a tanget either,but we had better not trust the govt here too far either,(after all they have things they would like folks to not be looking at so close right now too,)just to be safe,to me theres too many questions and not any good answers.If this flu thing happens to spread aroung Britian,I think we better be asking these things very seriously.

  30. No plot with the UK bird flu. Google Bernard Matthews. It’s a huge corporation approaching the size of Tyson.
    If you flip over to the original BBC article there is a comments section. More than one person has pointed out that the farm in Hungary that had bird flu is also owned by Bernard Matthews. I couldn’t find a Hungarian news item that mentions the company name but Matthews does have places just outside of Budapest in the same area the quarntine and depopulation occured. More likely corporate greed moved birds or trucks without appropriate security measures.

    [I received a CDC update that said “H5N1 in poultry in Suffolk, UK - February 3 The UK Veterinary Laboratories Agency (VLA) has confirmed an outbreak of the H5N1 strain of avian influenza in poultry found dead on a farm near Lowestoft in Suffolk, UK. It is similar to the virus that was found in Hungary in January.” -WJ]

  31. I found this article in the Feb. 2007 Beefmaster Cowman magazine. UC Davis Launches Study to protect U.S.A. from Foot and Mouth Disease. It goes on to say that CADMS in the school of Veterinary Medicine at UC Davis, has launched a nationwide research study aimed a protecting the livestock industry from (FMD).
    The focus of the ADM lab is to predict the spread of animal diseases if they were to enter the US. In conjunction with this, various control strategies are tested in order to evaluate their effectiveness and economic efficiency. Currently our major project is modeling FMD. Starting in 1997 with a PhD project, the lab began working to develop a simulation model that can predict how an outbreak of FMD might spread and best be controlled. Initially this model was developed for a 3-county region of California, but with increased funding, the efforts have expanded so that the current version can simulate the spread throughout the entire state of California. Work is underway to increase the scope of the model to a national level.

We hope the results will be beneficial to livestock producers, the economy and of course the animal population in the US.

If you are having trouble, might I suggest getting FireFox, Opera, Safari, iCab or some other browser. Anything but Microsoft Internet Explorer 6 under Microsoft Windows. *grrr* If you are using another browser and have problems, please do let me know.
